Actually, I think the Vote for needs to be removed.
There was a time when Top Sites, Web Circles and the like were effective, but in this day and age, we'd be better off making the IFS "SEO" friendly and improve upon the services offered by it, removing the ones that aren't useful or actually hurt us for SEO. Top Sites are recognized by the major search engines as nothing more than link farms and actually hurt us for SEO.
