It's a running in-joke amongst a group of simmers - essentially it is to say that the sim is safe for one of their friends, who is well known for not liking swear words and the like.

Ironically, the avatar pic I'm currently using is of John Quade.
The actor once astonished a line of people auditioning by storming off.
He loudly called back something to the effect, "I don't need vulgarity to be evil!"
I'm comfortable with prime time television rules. Well, at least from years of yore.
Good writers should be able to convey fear, evil, and romance without resorting to gratuitous shock tactics.
But... On the other hand, it's a trifle unrealistic in the deepest pits of human rage or despair to hear "Oh, fudge!"

its what williams said. Charlie is someone who is in this fleet and whom I am good friends with. she does not like expletives, specially certain words beginning with F. So when you see a banner thay says a sim is certified Charlie-safe means that there are no expletives allowed and that its safe for her to join if she wants to.
