I see where you guys are going with the CO council, but here is the issue I can foresee. The exception to this is a recommendation by your sim Commanding Officer, but generally as Terris said it does coincide with Ship applications.

Hello! With regards to being an XO on a sim you need only the acceptance of the Commanding Officer of that sim. Given your experience I do not see that being a problem.
