Currently, we are over the allowed nodes for our hosting plan (we have over 138,000 files/dirs, we are only allowed 100,000). Until we can switch providers, we can't install any additional sites or software on existing sites for fear of being cut off.

The main problem I see is that after the Dominion War, it was clearly stated that the fleet was going in the direction of smaller, more capable ship as opposed to Goliaths like the Sovereign. Really, we're playing a game. The ships are offered without regard to initial rank to draw COs in. You're over-thinking the logic of the whole matter. Just to add a point of... experience. Tanks would be worse than useless. With the current guidance systems, they would only serve as simple target practice for air vehicles. Wouldn't work. The nacelles have to work in conjunction with one another, in alignment, or else the warp field (bubble) would collapse. I wouldn't say it hinders creativity, actually, quite the opposite. It encourages players to either post for those PNPCs or denigrate them to normal NPCs that anyone can post for. The idea here is that if you aren't posting for them, then they either shouldn't be there... Or they should be opened up...
