This has been open for a while. Are there any more comments? No one has commented on my response regarding the personnel, and no body has offered any suggestions about the deck listing. Are there any comments, or is it safe to approve this one?

The deck listings need a lot of help. There just isn't much in canon to help with that. As for the number of personnel, even 10,000 seems way too high to me. It depends on the category of the ship. Carriers and cruisers all come with marines. A pretty good argument could be made for destroyers, though corvettes would be a little more difficult due to their smaller size.
