The full text of Section 2 of Article III of the Pegasus Fleet Constitution, the rights and responsibilities of sim commanding officers, can be found on the PF Wiki here. But the below passages have been proposed for inclusion in the Pegasus Fleet Constitution. Before this proposal is brought to a CO vote, please provide any thoughts and concerns to the below passages.

As I explained in the monthly report, the purpose of the posting requirement is to encourage sim activity, and to ensure that we do not have sims falling inactive due to an absent commanding officer. The intention is not to add additional punishments, but to provide incentive for struggling COs to accept the suggestions and advice of the PFA in order to improve both the activity and the quality of their sims.
17. The CO is responsible for maintaining a minimum of 2 posts per player (ppp) per month in order to maintain an active status on the sim. If the player is unable to do so, they will receive assistance from fleet staff to try and raise activity. The sim will be evaluated the following months to see if there has been an improvement. If there is no improvement and the opinion of the admiralty is that no significant effort is being made to resolve the issue, they will receive a yellow demerit at the end of the second month, and at the end of the third receive a red demerit and be removed from command.

18. The CO has the option of requesting a “low-pace” simulation status. This would mean that the CO intends to run a sim that clocks between 1ppp to 1.999ppp a month. Their ship would be marked in IFS as such. This provision will be allowed to no more than 10% of the fleet (rounded up). If a vessel with the “low-pace” status begins hitting 2ppp or higher a month consistently, they will lose that status.
The CO vote will take place in a sub-forum of the CO & XO's Lounge. If you are a CO in the fleet and cannot see this forum, post here to be added to the correct usergroup to be able to vote on the Constitution change.

I have a question of clarification around s17 as written. What happens if, after a CO has received assistance from fleet staff and then, upon evaluation, there is no improvement in activity levels but the admiralty believes that there has been significant effort made to resolve the issue?

By my reading of the section as written, there are two criteria for the imposition of a demerit: 1) no improvement in posting activity, and 2) no effort to resolve the issue made by the CO. So what happens in an instance where only one of those criteria is met?

The purpose of the rule obviously isn't to get rid of COs who are genuinely trying to improve their sim, so there are two requirements to receive a demerit, yes: No improvement, and no (or insufficient) attempt at improvement. If the ship doesn't improve, but they CO is struggling with crew that aren't cooperating or dealing with RL troubles, but we can see that there IS a concerted effort at improving his simulation no Demerit will be put out, and they will continue to receive PFA assistance. If a CO is hanging on to under-performing players instead of removing them for more active ones, or doesn't advertise as directed by DPR, or doesn't attempt to better their missions or plots as directed by their TFCO or other PFA member, demerits will be awarded.

That isn't to say that a dead sim can exist for ever, so long as the CO is trying. If it continues for several months, obviously, more earnest discussions need to be had like perhaps scrapping the concept to trying to do something different with a different ship class, or even just taking a break and coming back as a CO later as it can really get discouraging fighting an uphill battle.

Does that make sense?

Perfect sense! Thanks for clarifying. Essentially, the PFA will continue to support those COs that find themselves in that situation but are genuinely trying to turn things around. Sounds good to me.
