The Starfleet Mk 3 Autocarbine is a powerful, light, and compact bullpup-style phaser rifle developed by Starfleet R&D for use by Starfleet ground forces and security personnel constructed from durable yet advanced lightweight alloys and polymers. Based on research used to develop the Type III-b and c phaser rifles and instead of firing a collimated beam, the Mk 3 fires a compression pulse bolt. The Mk 3 can alternate between a semiautomatic, fully automatic and pulse-fire settings, and is designed to make use of the standard 16 phaser settings available to most modern Starfleet weapons. It can be outfitted with a computer enhanced scope that compensates for dark, hazy, or smoky conditions, while a supplementary computer enabled the scope to display data specific to the weapon's current operating mode. The Mk 3 series' addition of a fifth prefire compression chamber produces a tightly focused and very powerful phaser beam.

The reloading procedure is unusual; the entire forward section of the rifle hinges near the rifles discharge emitter to expose an internal loading port, into which the power cell is inserted. Despite appearances, the Mk 3 is not actually a bullpup layout. Following loading, the rifle is closed up and the priming handle on the left side is rotated clockwise. All moving and/or metal parts are fitted with a corrosion-proof, vacuum-rated, dry lubricant. The top of the receiver has a universal, quick-detach mounting rail on which a targeting module can be seated quickly. The Mk 3's functionality is straight forward; the rear section of the rifle has a holographic display indicating weapon power level and fire mode during use — in the center of the holographic display is a small blue pad known as the Mk 3's safety and activation mechanism. Before the phaser rifle can be fired, the user must place his or her thumb on the pad, which activates the weapon and prepares it for use.

The Mk 3, when fired continuously on fully automatic, overheats very quickly because of the rapid cycling, loading, ignition, and release sequence of energy; to prevent the weapon from being damaged, the Mk 3 Autocarbine temporarily shuts down and opens heating vents to allow the excess heat to dissipate before the weapon reactivates. This process leaves the weapon inoperable for a full sixty (60) seconds before the weapon can be fired again.
