First Khitomer Accords

Okay, so I was thinking a bit more about the Khitomer Accords, and decided to go back to this as an article. I was already partly done, so that helped with the motivation to keep working on it. Below is my first pass. Take a look and see what you think.

Thanks. I did pull a little bit from a few different sources. I need to properly credit them, especially the ones that weren't from Memory Alpha. The big one was the basis for the articles of the first version of the treaty. The revisions were mine.
