The Ritorian Confederacy

For the consideration of the fleet, please find attached the details of the Ritorian Confederacy for your perusal and discussion. There's a lot in this one but given that they may well be the main antagonists in the fleet, we have had to go to a lot of painstaking detail while leaving enough out for COs and players to create their own lore around the species.

SPECIES NAME: Ritorians
CULTURAL DESIGNATION: Ritorian Confederacy

HOME SYSTEM: Ritor
HOMEWORLD: Ritor V (known locally as Ritoria)
PLANETARY INFORMATION: Temperate, red seas (polluted by compounds in the water), 75% land, water must be imported from outlying worlds.

APPEARANCE: Pale green skin, ridges on the side of the forehead and deep grooves from the ear to the shoulder.

LANGUAGE: The Ritorian tongue and dialect is difficult to pick up on first listen. Communications experts have referred to it as being applicable to hearing Russian for the first time. The alphabet is almost indecipherable with many letters altering based on their use in the word. However, standard issue Universal Translators are now able to process Ritorian very quickly.

AFFILIATION: The Ritorian Confederacy consider the Federation to be a blight on the region and are openly hostile to incursions into their space.

LOCATION: Due West of Starbase 332. The exact expanse of the empire is unknown as a Starfleet science vessel was assigned to take in the outer border of the Confederacy but were stopped and turned back by a strike force of 10 Ritorian battle-cruisers. Later, in 2320 the Starfleet Diplomatic Corps became part of negotiations with the Central Government to buy the star charts of the empire. The Ritorians deal primarily in Latinum and as such, there is often a long convoy of Ferengi traders on their way to Ritorian space from their Southern trading port of Mira VII.

HISTORY: The Ritorians are known to Starfleet as often looking to expand their borders. When the Archanis Sector (current location of SB 332) was discovered, the Archa system was controlled by the native Archaan Royal Family. However, when the system was next visited during the USS Excelsior’s 3-year mission the system seemed to be under the control of a new group calling themselves the Ritorian Confederacy. Little is known about how long the Ritorians had been in control of the system but it was quickly established that they were using a form of psyonic radiation to control the population of the system. Investigation by the Excelsior crew established that this was the Ritorians’ primary method of population control in areas they invaded.

The psyonic generators were placed throughout the planets of the system and controlled by an orbital facility above the central planet. According to studies carried out by Starfleet’s top scientists in Galactic South, over a period of time the psyonic radiation would placate the population to a point where they all but forgot that they were ever independent of the Ritorian Confederacy. Over this period (indiscernable by Federation scientists) the link could be broken by knocking out the Orbital facility from which the radiation is monitored and controlled.

It is estimated that there are more than 30 systems which have been ‘naturalised’ into Ritorian territory meaning that they are a very diverse race who, surprisingly, are quite forthcoming with their rights and acceptance of new races. Instead of enslaving, they merely conquer and utilise the skills of the races they have taken over.

It is alleged that the Thane system has resisted the advances of the Ritorians on five separate occasions but have always been the acid-test for Ritorian aggression in the area. Unfortunately for the people of the Thane system, their government has always been hostile to Starfleet stationing protective forces in their space.

TECHNOLOGY:

Disruptors: Modification of early disruptor technology bartered from the Klingons during first contact in the early 2200s. The evolutionary chain has been similar to their technology, though differing in power output and dimensions. Whereas the Klingon Disruptors have been built in and have limited area coverage, relying heavily on their mobility, the Ritorians have developed disruptor turrets to enhance their arcs of fire. Though mostly forward facing on all of their ship classes, they have the 360 pivot/180 angle feature to significantly increase firing capability.

Torpedoes: Along with the bartered Klingon technology, due to their proximity with the formerly Ferengi Territory and their active involvement in Galactic South technology trading, the Ritorians have acquired the base of several significant torpedo technologies. Hence, they have developed plasma and quantum torpedoes based off Cardassian technology. These weapons are on par with UFP Starfleet development.

Mines: Some versions of Ritorian vessels carry and are capable of dispersing mines. Though a large enough task force would need to be fielded to deploy a sizeable minefield, Ritorian starships carry a limited number of Pulse and/or Gravitic Mines.

Of particular interest: it is believed the Ritorians have began testing and field deployment of a next generation of torpedo advancement.

Cloaking: The Ritorian Confederacy is capable of cloaking their vessels. Though it is believed that this technology originated from purchase through Ferengi trade channels, Star Fleet Intelligence has not ascertained the origin, reliability or effectiveness of the Ritorian Cloaking Systems. It is believed that their ships of the line are outfitted with this technology.

Vessels – The Ritorians have developed a wide array of warships designed with specific missions and purposes within the fleet. Below is a decription of several types of vessels and their Federation Designations.

Kolaar–class
Type: Battle Cruiser
Active: 2378 (First Appearance to a Merchant)
Length: 680 meters
Decks: 48+
Speed: Warp 6 (under cloak)
Warp 9 (observed)
Warp 9.8 (causes irreparable damage to the propulsion systems)
Armament: 12 disruptor turrets (One emitter each); 4 Phaser Arrays
4 torpedo turrets (two dorsal, two ventral)

Defenses: Deflector shields, cloaking device
Notes: The first instance of the Kolaar Battle Cruiser was noted by a civilian merchant passing through Ritorian space. A quick passive scan and a series of quick snapshots revealed that this warship class was the Ritorian’s next great step in military advancement. It is believed that this ship is manned by approximately 1,500 crewmen. Though Starfleet has not had any encounters with a Ritorian Battle Cruiser, it is believed to be a on combat par with the <I>Sovereign</I>-class Cruiser.

Kala class
Type: Cruiser
Active: 2371 (First Appearance to Federation Explorer)
Length: 581 meters
Decks: 29-32 Estimated

Notes: The Kala Cruiser was first encountered by Federation Explorers in 2371 while surveying possible coordinates for Frontier Outpost 56. The cruiser is believed to be not quite as powerful as it is large. Though there are not as many disruptor turrets on the Cruiser as the Battle Cruiser, they are believed to be the same output. This ship is significantly more agile than the Battle Cruiser. Crew numbers are estimated between 800-1,100.

Roshaal–class
Type: Destroyer
Active: 2383 (First Appearance to Federation Vessel)
Length: 405 meters
Decks: 20 Estimated
Speed: Warp 6.5 (under cloak)

Notes: This ship is considered the mainstay of the Ritorian fleet that will take them into the 24th Century. Introduced in 2383 to Federation Explorers, this ship is believed to be the next generation of Ritorian technology. It is faster, the more agile and is expected to have significantly improved weapons platforms. Though no combat skirmishes with federation vessels have been recorded with the Roshaal Destroyer, this vessel is considered formidable and on par with a Prometheus-class cruiser on agility and firepower. A tradeoff, however, exists with the cloaking at higher speeds.

Miraak–class
Type: Frigate
Active: 2360 (First Record from Merchants)
Length: 310 meters
Decks: 15 Estimated
Speed: Warp 6 (under cloak)

Armament: 4 disruptor turrets (One emitter each);

Mine-laying Capabilities

Notes: The Miraak Frigate is a general purpose ship that is mostly used to compliment the Kolaar Battle Cruisers and Kala Cruisers. This ship is slower, but is highly maneuverable. The disruptors are some of the oldest technology weapons in the Ritorian fleet, though the torpedo turrets have been retrofitted to accept new-technology torpedoes (such as Quantum and the possible next generation torpedo).

Carivaar–class
Type: Corvette
Active: 2365 (First Appearance to Merchant Vessel)
Length: 256 meters
Decks: 13-14 Estimated
Speed: Warp 6 (under cloak)

Armament: 4 disruptor turrets (One emitter each);

Minelaying Capabilities
Defenses: Deflector shields, cloaking device
Notes: This Carivaar Corvette-class is designed to be a smaller compliment to the Miraak Frigate and can be found most often patrolling the borders alone or operating as an escort in larger fleet formations. This corvette has limited sensor technology and weapons output. Though it is capable of cloak, the power plant output is significantly weaker than the Frigate’s and thus it is not considered a viable threat. The Corvette has been compared to
an aging Miranda-refit, though with 2360’s technology. A recent refit has updated the engines and torpedo launchers.

Ritarn- Class
Type: Surveyor
Active: 2374 (First Appearance to Merchant Vessel)
Length: 256 meters
Decks: 8-10 Estimated
Speed: Warp 7 (observed)
Warp 8.5 (causes irreparable damage to the propulsion systems)
Armament: 2 disruptor turrets (One emitter each);
2 Probe Launchers (one forward, one aft)
Defenses: Deflector shields

Notes: Named for one of the Ritorian Confederacy's most famous explorers, this ship was first encountered around the Kessik system by Federation merchants heading towards the Archannis sector. It is hypothesized that the Rittorians were using several of these ships to map out the Delta-Triangle. The Ritarn Surveyor –class has limited weaponry, limited speed, but supposedly extraordinary sensor arrays. Though the ship is not considered a warship, recent encounters has shown that this starship has been used as a scout for fleet formations.

Riima - class Shuttle
Type: Shuttle
Active: 2361 (First Appearance to merchant)
Length: 14 meters

Speed: Warp 1.5 sustained

Armament: 1 small Disruptor
Defenses: Deflector shields
Notes: The Ritorian shuttle is an auxiliary craft found on most ship classes. Though it has little to no weaponry or shielding, it has been used as a boarding vessel with hull breaching weaponry, as was the case in the shuttle’s first encounter. The shuttle is warp capable, but only for a very short duration. It also carries around (estimated) two crew and 25 passengers.

Medicine - Ritorians have a hugely advanced understanding of medicinal techniques and have undertaken research in order to cure the bouts of a cholera-like disease which results from the polluted water on Ritoria.


RELIGION: Very little is known about the religious beliefs of the Ritorian Confederacy. It is widely accepted that due to the nature of their control of numerous populations, they do not have a strict government policy on religion, despite their leader carrying the ancient title of Pontiff.

I havce one question, mostly a bit that confuses me. Two qoutes from the OP

So they are accepting of people they mind control? Can you elaborate on this please?

Our view of the situation would be that there are only certain branches of the military who are complicit in Psyonic technologies with most of the population of the Confederacy being civilians and either ignorant or uninterested in the way that the military and government goes about bringing new races and worlds into the Confederacy.

As such, the civilian population has grown to be very tolerant and accepting of those who "join" the Confederacy as they are always seen as a positive introduction.
