Since its hard finding crew these days I been pondering as to if I should join a fleet or not and wondered so if im a Commodore and want to join the fleet would it mean Id have to go down to Captain or would it stay as Commodore

The rules for bringing in an existing sim from outside are:
Must have been active for at least 6 months
Must have at least 6 (active) crew (including the CO)
The maximum rank that can be retained from outside the fleet is Captain - anyone with a CO rank above that would have to have the character reverted to that rank.
If you're looking to start a new sim here, you would have to start as a Lt. Commander until you go through the CO academy, and then you'll be promoted to Commander on graduation. Captain comes some time later at the discretion of your TFCO when they feel the time is right.
