I can answer that question.

When you log into the PF main site, the place where you update your crew manifest etc, there is a link there called "Academy"

It is under the Commanding Officers menu. Select your character and select the Course you want in this case COs Course then click Submit then wait till the PF Academy Staff deal with it. This may take sometime depending on how busy in RL they are.

Spot on- that'll give you a status reading. However, in the meantime you'd be best contacting your academy tutor directly via email (academy@pegasusfleet.net) to get sorted out with the lessons and whatnot.
